Chronic Operational Disruptions in Monterey Park’s Pneumatic Waste System

HDB Yishun Neighbourhood 4 implemented an advanced district Pneumatic Waste Conveyance System (PWCS) to modernize its waste management.
The project was undertaken to create a cleaner, more efficient waste disposal solution by linking four separate housing precincts with a single centralised waste collection network.
Implementation Approach
A 2-fraction gravity vacuum PWCS was deployed, enabling residents to dispose of general waste and recyclables via dedicated chutes or 13 outdoor points.
Waste travels through a 4km underground pipe network to a centralised compactor station, equipped with remote monitoring and a multi-layered odour control system.
The design also includes sensor-based controls, meaning the entire network can be monitored and managed remotely with real-time tracking of system performance.


Pipelines were laid across multiple estates with protective sleeves under roads, ensuring minimal surface disruption. Each residential block was equipped with dual refuse chutes (for general waste and recyclables) that feed by gravity into the PWCS network, ensuring seamless collection from every floor.
The system’s centralised controls allow for remote monitoring, auto-alerts, and efficient collection management. An odour treatment system with real-time sensors ensures a consistently clean environment, even near the bin centre.
